Upon arrival, Marks saw a man rummaging through a trash bin and, believing he might be attempting a break-in, gave loud commands for the individual to step away.<\/p>\n\n\n\n<p>The man turned \u2014 confused, startled, and holding nothing but a small plastic bag. Within seconds, Marks drew his taser, mistakenly thinking the man was reaching for a weapon.<\/p>\n\n\n\n<p>The taser fired.<br>The man collapsed.<br>And Marks immediately realized he had made a terrible mistake.<\/p>\n\n\n\n<p>Body-camera footage later confirmed that the \u201csuspicious person\u201d was actually <strong>Elias Turner<\/strong>, the building\u2019s nighttime maintenance worker, who had been taking out garbage as part of his routine shift. He had not been told police were called, nor had he been in any danger.<\/p>\n\n\n\n<p>Paramedics treated Turner, who thankfully suffered only minor injuries. But the damage \u2014 both emotional and professional \u2014 was already done.<\/p>\n\n\n\n<p>Officer Marks radioed in the error himself, and the department placed him on administrative leave within the hour. In a press briefing, the police chief called the incident \u201cdeeply troubling\u201d and acknowledged that \u201cmiscommunication and assumption led to an unnecessary use of force.\u201d<\/p>\n\n\n\n<p>Turner expressed frustration but remained composed.<\/p>\n\n\n\n<p>\u201cI was doing my job,\u201d he said. \u201cI shouldn\u2019t have to worry about being shocked for taking out trash.\u201d<\/p>\n\n\n\n<p>The department has since opened an internal investigation and promised immediate retraining on threat assessment and de-escalation.<\/p>\n\n\n\n<p>For Officer Marks, the consequences are still unfolding.
